Took my money and didnt provide product and didnt provide refund

Sent money and he said that the money was being held by paypal and said to wait multiple times over a week he confirmed that he would refund the money out of his own pocket now its been a week and a half since the incident first happened and he has not replied to me in last 5 days> Do not buy from him he acts nice but is a scammer.
