What happen - I bought the account for $100 he agreed on it. I put $14.99 on the account to activate it i go to look under the server and there is no 80 character it was a level 1 mage. He didnt know what happen. He said he would refund money but no longer is trying to. I can't beleave a TWV member would f*ck someone over like this. The account is back in his possesion he changed email.

All im telling you is that u had to do something to the account for the char not to be on there.. you either xfered it to a new account or deleted it. Jermaine, I just wanted to let you know, I have contacted my lawyers regarding this issue. They are in agreement that there is a valid case of 'Failure to provide purchased material.'
My next step is to file a report with my local law enforcement agency, but I would like to give you the opportunity to resolve this issue.
If you would like to settle this outside of court, I have no problem with that. Just refund the money to my PayPal account, I will notify my lawyers and not file a police report.
If you wish to continue down the current road, no action on your end would be required. I will wait 24 hrs for a response then I will contact my local law enforcement agency and file a report.

Okay contacted PayPal, They said the dispute is closed already. He said you can go and return the money anytime, because the dispute is no longer open. So, well put it this way, If i get the payment within 24 hours, I will not file a report with my local law enforcement agency, and save you a hassle in the long run.

No idea what's going on Gbs... Kinda getting ridiculous in my opinion 1st its hey ill return the money but the dispute wont allow me to. So that gets canceled then he says he can't refund threw PayPal.. Now its past the A.M. and still no response or money... I would like to know the reason now whats up with this.
