Provide information about the dispute and what lead to it: Put an add on the chat bored wanting to sell my MoP account w/ and 85 warlock. He PM'd me saying he wanted to buy it. I then contacted him through the IM system on EpicNPC, agreed on price, sent him info, he never sent money via paypal, and is now ignoring my PMs and in-game whispers (To my account)
