Is this a scam or not

Hello guys,

This guy recently advertised his XXXX account for $130 with lots of items. I added him on skype and offered $100 USD, to which he agreed. Now when I paid and got the account, I noticed some unbound rare items were missing (about 15k gold worth, which sells for about $50). I contacted him on skype and he told me that I paid $100 so he gave me $100 worth. Personally, I feel like this is a scam and a lack of honour. Yet, he refuses to acknowledge that it's a scam, and is now making me pay another $30 to get the remaining items.

My question is, would this count as deception/scam?

may be an old post you don't care about anymore but hell yeah that's a scam..

if you sell a car for $5500 & I offer you $5000 you'd better not give me a different car when I come to get it.. or pull the deck out & window tint off to make it "worth" that ;-)
