Also don't let scammers get away with stuff like this. Provide screen shots of purchase and all the other info to ARENA NET and have his account banned as well. So he would think twice before scamming someone else again.

1st off, you can do a dispute up to 60 days. Whoever told you 45 days lied. If it has been 60 days or less file a dispute.
Secondly, did you not get any personal info, cell number, address, etc? I have been known to call a scammer repeatedly for days until they cave and give back whats rightfully mine. I am relentless

Wise advice. Don't give up, and keep trying. You'd be surprised what a bit of pressure can do.
As others mentioned, it's usually pretty easy if you contact your CC company directly. If it's been within the 60 days, I've never had a problem with Paypal getting a dispute won. The more information you have the better.
Don't fret, and you should be able to get your money back.
I'm not 100% sure what the mods would advice about thread wise, but I'm not sure if making a thread in the scam section is of much use at this point, unless he's a frequent return scammer, in which case a Scam Busters might not hurt, but that's not my call.

I had a gent (only 1) open a dispute after 60 days of having paid, he automatically lost though.
So maybe you can open a dispute, but the policy maybe reflects what your saying.
