I had someone offer to buy my account and offer to send the fees as a gift. Is it true that if they do this, it is impossible for them to reclaim the money and scam me? I'm trying to sell my account but I'm a bit worried about being scammed since I'm new to paypal.

Well. Paypal is safe, since I use it here, and I think at least, you need to know who the buyer is.
Try your best to get more info about him.
