if paypal is the payment method is it or is not safe for buyer to go first?

Hey there, I ve been trying to sell my wot account for some time now and all the buyers that contact me want me to give credentials first and then pay me in paypal. As far as I am concerned paypal account is connected to bank account that includes all my personal data as full name, adress, phone etc. securing the options for the buyer since he can physically, legally reach me. So the question is as this: "Who should go first when paypal is the payment method me or the buyer?"

You can even put fake infos on your PayPal account, buyers can see only name and e-mail... However this guy pretend me to go First with him. 0 feeds vs 14+18.
