Can Buyer threaten for bad feedback if not refund in 10 minutes if seller don't have any fault?
Sometimes many problem during provide service, server down issue, update issue.

During refund also card declined. So not possible in 10 minutes.

I am threatened by one buyer that's why I am asking.

No. If issues occur that are outside of your control, the buyer should give you a reasonable time frame to resolve them. 10 minutes is not a reasonable time frame. If they give you a negative feedback for that, you could easily dispute it.
