How to report someone who tried to scam me ?

I tried to purchase a call of duty account from someone. At first he said he used his friends discord account, then he rejected every safe method i offered like using papal service and goods or mm service because he mentioned something about having late bills and need money urgently and can't wait till next day. Finally when i contacted him the following day he asked for steam games instead. Obviously he sounds like a scammer, but i don't know if i should report him because he didn't scam me or forget about it, and if so how to do it ?
