How to get Refund?

I saw some people did it. But when I message paypal, one said its a personal transaction that cant be refunded and the other said to escalate claim to paypal, which I don't see the option to do it.
Also opening a dispute will tell me its a personal transaction and to contact the seller which he(the seller) wont respond.
So is there a way to get refunded?

If there's a problem and the seller is refusing to give you a refund or scammed you, please open a dispute thread here

We will give them a chance to resolve it and if they don't, you can then open a dispute on Paypal. PP gives you 180 days, so there's no rush. It's best to try to resolve it with the seller first.

Hi, thanks for the reply. I did the dispute here and he got banned.

Also, how do I open the dispute on paypal? It doesn't let me says its a personal transaction.
