Currently in the process of completing a trade with a guy, but he took longer than he said so I went ahead and opened a dispute. After this, he gave me one of the two things I ordered, and said he wouldn't give me the second until I closed the dispute because if he went first I could just reclaim the money.
So my question is, who is in the right/wrong here? Should I actually close the dispute before getting the second item? Or is he just BSing me into trying to get me to close the dispute?
