How many active threads allowed in this section ?

Hey,
I was wondering how many active threads are allowed in this section: https://www.epicnpc.com/forums/black-desert-online-bdo-accounts.422/
I've seen it literally says "Max threads: 4 (Feb 24, 2023) ", but I wonder if it's max 4 threads no matter what or is it 4 normal threads + 1 sticky thread (paid one), thus 5 in total ? Back in the days I remember the sticky threads were excepted from some rules, but I can't find that article anymore, thus thought about asking here.

You can have as many threads as you like, the limit is only on how many regular threads you can have on the front page at any given time.

Depending on the forum you may have around 4-12 threads max based how active the forum is, but the system should notify you once the limit is reached.

You can purchase an additional thread slot to increase this limit +1, however this can only be done once and will not permanently increase the max thread limit.

Pretty sure Sticky Threads are considered paid ads and not counted as apart of the front page limit, but I could be wrong on this.

Back in the days sticky were considered paid ads and had special features, including not being counted, as well as being able to advertise without having to put a price and so on, but I can't find the info about sticky threads, so I'm guessing the same thing you posted, but was wondering if anyone can actually confirm it. I've been on Epic for quite a few years and would prefer to keep respecting the rules, thus why I've thought about asking first. I've asked a local mod there about a week ago, but didn't get any reply, so I've thought about asking here as well, maybe I get some clarification.

They are not counted. So stickies + 4 threads on first page.

The max thread on first page limit is based on activity. If there's a lot of activity, the number will be lower. For less popular sections, the limit can go up to 12. As stated, sticky threads do not count towards this limit.
