How do i report a scammer on these forums ?

Hey guys, how do i report a person who has scammed me on the forums ? I paid for a rust account and played it for a day or 2 now the owner who sold me the account has changed the password. What is weird is he made another thread selling another rust account the same day I lost access to the account he sold me for 15 USD.

I paid via paypal and his name is blackwebmerchant. Not sure if this is the section for this but have never really come across anyone who scammed me on here. I have wrote him a message via skype telling him to get back to me asap and that he has 24hours. Before I request a charge back from paypal.
