No, don't refund him. If he logged onto your account and used a cheat, the account is considered ruined. There's no way to tell if the account will get banned since bans are usually delayed by a few day or weeks. It's his account now.

Maybe i explained wrong. Lemme try to do it one more time. I was selling my lem account, the scammer added and offered 35$ plus his account. I got the money to paypal and his account. (still got mine, he did not have any information about it and he did not connect to it) So i found out he was cheating and afk boosting the account just to trade it to me. He was explaining that it's okay, it's not illegal and you CAN do that. (i'll upload photos soon). At the start of the conversation he did not mention that there was cheating on it and when i found out he was lying and still tried to scam me by keep telling it's legal. He even created a thread with the topic IS RAGING/CHEATING LEGAL, where his friend commented "yep you can do it", and then sent it to me like i'm completely dumb and gonna believe in it. (do not wanna to link, it's not the epicnpc site). So now he is asking for his account back so he will be able to scam other people, that's why i'm confused. Like not giving it to him is scamming from my side but on the other hand he is gonna fool someone else and steal their money/accounts or other privacy for account which being cheated on.

Oh, okay, I got it. I thought you were selling your Steam account for $35 only, I didn't realize it was for $35 + his steam account.

Don't take his Steam account it he's cheating on it, unless he has other games that you want besides CSGO. There's no guarantee it won't get banned, then you'll be stuck with a dead CSGO account.

Either ask him to pay more money, whatever the value of your account is, or just refund the $35 and find another buyer.

Talk to him first, hopefully he will just give you the account back, then you can refund. If you run into a problem, then you'll have to recall your account, then once you have it refund him then.
