That's an Amazon error. Go to Amazon, log out, then log back in. Then try the payment again.

If that doesn't work, there's an issue with the Amazon account and Dennis needs to contact them for assistance. If he can't fix the problem, that's a red flag. Might be a hacked Amazon account he's trying to use.
