Have to send an ID to reacttivate account

I traded an account a week or so ago and the account has been locked due to: "The account contains incomplete or inaccurate billing contact information which is a violation of the World of Warcraft Terms of Use." Weird thing is that it wasn't addressed to anyone nor did it have any identifying information about the account like the user name or owner. It just says: "Greetings,

This is a notification regarding the World of Warcraft account you are using." The account is indeed locked and all links and email addy point to the genuine wow site. I have all the information from the trader but he was not the OO so no ID. Any ideas?

find someone with that name, ask him to get notaried to get it unlocked.

this is legal way, else you have to contact the OO directly
