got a negative review from Solister because I blocked him on skype

So I have an account for sale and user "Solister" wanted to trade an account for it. I have already told him in epicnpc pm system that I am only looking for cash. Then he added me on skype asking for trade again. I told him no again. And blocked him because I've already been scammed before and when something is too good to be true, it probably is. So that is why I blocked him. Maybe hes legit, but I will never know because I stick with my gut feelings.

He left a review saying I'm a scammer. I don't know where he sees me trying to scam him. I just didn't want to deal with him. Is it considered a scam if we choose who to trade with and who not to trade with?

What are the punishments for fake negative reviews?
