We want to base the local mod position on activity, not so much feedback.
If the user is verified and has our upgrade, we can verify identity. With the other requirements it shows they have been active and most likely will have a few feedback anyway, but it's not required.
Our CM will still review their account and if they have 0 feedback, chances are they won't be approved. However the CM has the flexibility to make that decision at the time.
Local Mods have very limited powers, so the risk to abuse is low and if it's reported, they're quickly removed. Any actions can then be easily undone.
