False negative feedback no sell.

Gave me an negative feedback cause i didn't sold him anything
He came to me to buy something from my service I'm alot busy atm cause if RL issues he gave me then a negative feedback cause meaning of letting him wait well i didn't even sold him anything.... None says him he need to wait for me I'm a seller and I decide if i sell something to him or not if i can't do it because i don't have time or don't have answer him it's because i had no time for it i wasn't even much online lately please for help
