In this case, Exposed was the victim of FRAUD, whether or not it was Lilyopo's fault entirely is questionable... However, Exposed has the right to determine a method of compensation he feels is safe.
Let's be honest here, we have seen that Paypal is the most used means to scam over the internet. It's fair for him to request a method of payment that is safe for him. This isn't just chump money either... we're talking about $4,200; and I'll be damned if anyone here implies the idea that they'd be more easy about choosing the best method of compensation for their interests.
As for Western Union, I don't see the issue. No, you cannot do a charge back... but what do you get? You get full information, regarding contact, name, address, affiliations, etc. With WU, you can file a civil case (and yes, I know it'd be hard if one of the people in the transaction lives in a totally different country accross the world). Point being, WU is safer for Exposed, obviously no chargeback can be issued.
Exposed, in my opinion, holds the reins (and the mods have made it clear that compensation will be Lilyopo first and abiding by Exposed's requests). Lilyopo is in the wrong here, and should be going the extra mile to satisfy the client.
I'm going to quit trolling now, and be a good reader here... but it's unfair that everyone else who is trolling as I am is taking the side of the accused. Take a look at what happened to the victim. He has made it very clear that Paypal has put him in financial woes in the past, and as a person who follows his instinct, who can blame him?
As for the gift/payment owed transaction... Like I said before, Exposed isn't a fan of Paypal. Even with this loop hole to the charge back, it's likely that an investigation over such a large transaction of money will be in order. Gifts or Payment owed does seem slightly suspicious when it comes to such a large sum of money.
I don't personally know how Paypal is going to manage this, but it seems like things will be investigated, and the case will go to the person who originally sent the money. </div></div>
I agree with this post. Lilyopo I find it hard to beleive that you were obvlivious that the credit card was stolen. I think you just got caught and of course you will compensate. Yeah exposed story is kind of fishy but the bottom line is he needs to get compsneated.
I would not want a payment from paypal either if you used a stolen card from before. I think that its valid that he only accept wu.
