Well its definitely a step in the right direction. It means they are legit enough to be willing to provide id, and much less likely to be a problem. Typically feedback is best indicator of some one trust worthy to resolve any issues or not have problems.
The site really does not protect you from recalls. They provide a delivery guarantee through their middleman system in which the middleman also checks the account for red flags. Those can vary game to game.

He's involved in illegal sales. Any MM he suggests is most likely a fake.
