The payment was refunded yesterday. It was already explained to you you can't use someone else's Paypal account for upgrades. This is the 2nd time you tried, please create your own Paypal account if you wish to upgrade.

You live in a country that fully supports Paypal. There is no reason to have a Paypal account from another country. If you can't create your own Paypal account, you will not be able to upgrade.
