Does Paypal file random claims?

Ok i would like to start off with saying i have been with paypal since 2002, done many transactions and have never seen this before. I recently sold a beta key in a previous thread of mine, i also received praise from the buyer so i knew he was happy. 3 days later i receieved an email from paypal as seen at the bottom of this post. Is this paypal doing the claim or was it the buyer? I know it was only 10 usd but it just seems odd to me because the buyer was happy, had good feedback and never tried to contact me with any issues. So i am thinking this is paypal filling random claims?

Also sorry if this is the wrong spot to post this, it just seems to fit the "selling safe" category. No hard feelings if you move me .

Probably the buyer, just send a letter with the tangible cdkey or a piece of paper and use that as evidence.

PayPal puts a hold on suspicious transactions or maybe it's just random.

Have the buyer call PayPal and tell them they got the items. Your funds should then be released in 24 hours.
