A friend of mine, after purchasing an account from Toonstorm, is worried that the account will get stolen back and he will be at a loss. Do these places do anything when things like this happen? We don't want something like this to stop our game play.

Toonstorm is quite reliable, and they change the information once they purchase their accounts, to the user who had the account in the first place is unable to claim it back.
In a very rare occasion they may ring Blizzard and claim they have been hacked and retrieve the account, but this is the chance you take when purchasing an account from a site like toonstorm. Remember they buy accounts off anyone, as they know they can easily sell them again.

The better question is, why would you purchase something from toonstorm? They charge like $600 for a level 50...
