What is the dispute about? account, money, service? A csgo dmg account with added skins which i payed for then never got given the account details

Provide information about the dispute and what lead to it: It was all going smoothly on Skype he gave me all the information aobut the account e.g if it was banned in anyway the the email was verified and if i could change the email password and security question or not. He answered all of them provided me with his paypal information for me to pay him I did as according he then asked me if i wanted the email or steam login first I said steam he said ok i waited a little bit and said 1 sec then went offline and never came back on.
