We were partners in 2017-2018, I was providing the website and technical know-how and he was managing the orders and boosters. I was receiving a % cut of the profit. I was investing my own money into the business, just as much as he did.In 2018 when the business started to slow, he abandoned the business and stopped paying me.

Italy stated you sold the site without notifying him and kept 100% of the sale payment even though he owned 50% of it.

However he did not mention that he "abandoned the business and stopped paying you.

Abandoning the site, no longer working on it, does not mean the other partner can sell it and keep 100% of the money. The profit must still be split 50-50 unless Italy said something like "I'm quitting, you can keep the site". However if Italy owned you money, you can obviously take that out of his share.
