can't pay EpicNPC with PayPal

I'm trying to get member verified and upgrade, As i've said before i am american military stationed in Germany, so my IP is german and my PayPal is USA if that affects anything.

This is what i get everytime i try to login to pay

That's a Paypal error and there's nothing I can do from my end. You have to contact Paypal and they'll probably ask you to verify some info so you can send money since your IP info doesn't match.
