Bneted account taken off. Help needed

SO in short.
I paid cash for an account from as well repped person here.
i in turn traded this acc for another one a short time later for another.
In the end result, the main account from Bnet was removed from this acc totaly.
the person i got the account from, says anyone can take it off if they have the info.
the other person, repped as well, says only the OO can do this.
whos is right and who is wrong?
ALso the repped person i got the first acc from, says even thu he promises his accounts are not going to ever be re-called, since i traded it, its no longer his issue. two repped very repped people..............
help pls

Anyone can do it as long as they have the original account information (original account SQA.) Now that the battle.net system has been introduced, traders/buyers/sellers have been tricked into by buying battle.net merged accounts while be given fake original account SQAs.

Now, anyone can do it basically, but after it has been done once, which Blizzard does log of, the second time someone requests for it to be removed, they lock the account and ask for an ID to be sent in.
