Are "forbidden" words allowed on thread tags?

Im not sure why you would want to use any of these words in your tags, but they would not be allowed unless you have the badge.

What about "unreal claim words" such as "instant delivery", would those words be allowed?

Those have a significant value as tags.

your asking if false advertising is allowed in tags? No, false advertising and lying to customers is not allowed anywhere.

If you actually provide instant delivery then yes, you're free to use them. Any words that you can use inside posts you can use in tags too, as long as the claims that you make are true and not against the rules.

Keep in mind that for "instant delivery" we only consider truly instant like automated shops where you get the item moments after payment. Anything else is not instant and you should not make such claims. You can say things like quick, fast, etc. Instant is reserved for automated website purchases where there's no prior contact.
