I was fighting a big chargeback for unauthorized transactions for 20+ days and the dispute ended up in my favor, however, now they don't release the money that was held from this dispute back to my account. I phoned and messaged them many times and it feels like talking with aliens, they just can't answer this simple thing why they don't release my money even though I won the disputes. First, they say it takes 24 hours to release them after the dispute close, then they say that they can't see the dispute cases and this is caused by the issuer's bank even though I won the disputes. They don't seem to know what is going on and can't just give me a straightforward answer.

I have been researching PayPal a lot this past month and I can tell you that winning disputes is probably not the biggest issue, contrary to what many say, they seem to offer some kind of protection even for intangible goods in some countries, if you are invoicing properly and get further proofs through email and you keep records of delivery, etc then you may not have a problem winning disputes (not sure about ones opened with the bank), G & S looks much better than FF based on my research, however, they are so slow at solving disputes, they hold your money for a really big period and they don't seem to know what is going on, this is the real reason why PayPal is useless, I was happy to see that I won the disputes which I didn't expect at all considering that I didn't have any serious proof, now they are driving me insane by not answering me and not releasing my money. It feels like a scam company.
 
When a chargeback is filled, the bank takes the money back immediately, before even investigating anything. If their client ends up losing, they return it but depending on the bank they might take some time to do that. I'm assuming that's the reason why you still haven't gotten it back. It's probably not Paypal's fault and the buyer's bank is likely still holding the payment. Give it some more time.

So are you saying that my buyer's bank decided in my favor even though I had no proof at all? I just sent them a message that I sell intangible goods and that the buyer had many transactions with me. (she opened 11 disputes)

The problem is that unauthorized transactions disputes can be opened through Paypal as well and some of their support is saying that the bank did it while others say that it was opened with Paypal and my money are on hold in case my buyer opens a chargeback with their bank, the dispute was resolved after the 21 day period which is the typical period where all Paypal disputes close which makes it look less likely like a bank chargeback. They just can't give me a clear answer about this.

I hope you are right and the bank gives my money back soon, Paypal has a 90-day period before sending you to collections and one month already passed...
 
You should be able to see whether it's a paypal dispute or a bank chargeback.
If it's a chargeback it would usually mention something like buyer's "financial institution".

Nowhere such a thing is mentioned and in the reports, it says no impact on money movement which means that PayPal did not move money out of my account.

I wonder if they don't release my money because the payments were with FF and it says on settlement type Ineligible but they never moved my money out of my account so it doesn't make sense.

It could be the rare case where the buyer opened a dispute with both her bank and paypal but this can't be explained either because I haven't received any message related to a bank.
 
Better use other payment service , PAYPAL is known for scam seller. Happened to me a years ago, I sold something digital, after 3 month I got mail saying that there are few open dispute. I provide all the necessary proof, but yet they still refund to Customer. Lose 4 out of 5 dispute, loss around 1000$. Never gonna touch PAYPAL again in my life.
 
PayPal has these issues all the time, a lot of people stay away from PayPal cause of these reasons. It's best to avoid them and try to deal with other payment methods.
