What is the dispute about?

Bought a steam account from Solen (4 Digit OE), Instantly paid him without any problems because I trusted him "Family & Friends" PayPal.
at the beginning he provided me the incorrect PayPal email and I almost sent the money, he than proceeded to provide the correct PayPal email and that is where I sent the payment.
After successful payment he proceeded on saying "Yes, I have received your funds. For safety, I will wait for the withdrawal of funds from the paypal, and in exactly 12 hours I will send you the data from your account, okay?"
I didn't give push back and said OK.
After 12 hours he provided the account credentials
Account is not OE, I did not logon to the account. I asked him for a refund or another account. He refused and said "This is OE, old mail is disabled, steam allowed to re-bind to another OE dude"

I did not change or login to the account as stated in discord. I’m not interested in a non OE account.

Also OE means Original Email. It does not mean you find your way and excuses to say the old email provider was disabled. It’s simple. It’s basically saying I’m going to sell you oranges but you send me mandarins.

Someone please translate OE to this guy. I don’t think he understands. Why we even have OE and Non OE let’s just discard that. NON OE accounts = are very low priced and can be recovered. OE accounts - there is still a risk but it’s harder for someone else to take back these are high priced.

Nope, he is active but won't reply. He sees the post, yesterday he replied in matter of seconds, now he has slowed down. He knows his mistakes I bet he is not going to reply to anything any longer. After his ban on this forum I will also be reaching out to other forums to get him completely wiped and banned. No Payment, how long do I have to wait?

The original email is the creation email. The one that is disabled.

I will have another staff member explain that is the same thing.

The fact you mark your threads as “original owner” and the fact you get them from someone else is what will make you lose any dispute that another member opens here. It falls under false advertisement which makes you lose the dispute.

I am going to upgrade your warning to a do not trade warning until another mod replies. After his reply you will have 24 hours to refund or you will be banned.

I do agree with Adoxia, item description was inaccurate because you posted that you are the original owner (that you created this account) and later you admitted that you receive them from someone else.

Original email is a "first" registration email that can be used to recover the account in the future. Original or not now is irrelevant here as the seller posted false info, so he automatically loses this dispute. As the buyer decides to ask for his money back, a dispute has been decided in buyer favor.

Where I said I am not the original owner.
I indicated that I am the original owner, I have not indicated that I have the first original account address
I am the original owner of the first mail, but the same first one was turned off by the "creator of the mail site" for inactivity, Steam offered to bind another original mail, which I did.
Again, I am the original owner.
