Provide information about the dispute and what lead to it:
Contacted user about 2 days ago, never heard back. He messaged me saying he was offline for a couple days and could sell me coins. Listed the prices, everything looked good so I paid him via paypal. He then told me the payment hadn't cleared yet, and he's been scammed before so he wants to wait for it to not be pending. After HOURS of back and forth, I found out what he meant (language barrier) was that he wanted it to go to his bank account from paypal, before he would give me the coins... this can take days. He never told me this before hand, nor does anyone else do business like this. I asked for a refund, and he said there was an error and he couldn't. I said I would dispute and he said ok, he'd accept the dispute since it wouldn't allow him to refund. I never got the coins, and now my money is tied up in paypal disputes.
Other details / notes:
He seems to think I'm some guy who scammed him before, and got all upset after I did the dispute (even though he said it was ok) in lieu of a refund. The whole thing is just plain shady.
