You may get banned using these if you use them stupidly, this is VERY low risk. But is a risk none the less.
Using the dupe bag if you do not fully give your character stupid items then there is 0 chance you will get banned.
You have next to no risk for using the heckler juices on a character if you simply say they were given to you.
Note: when buying duplicate or hacked items there is always a risk of ban.
