Zace scammer stole my money from Pay Pal

Hi. On begining sorry for my bad english. I contacted trough skype the seller, i include screen shoots.
Purchase Date: 1.10.2019
Date the problem begain: he change my pay pal password, money is gone
Method of Contact Used: Skype
Instant Messenger username of the person you're accusing: MAXIM ZACEPIN on Skype
Your Instant Messenger ID: Sebastian Szweda on Skype

After payment and log out from pay pal i could not log in, he somehow changed my password, and he go offline after this. I could fast change the password thx to my telephone number but the money is gone.

He gived me link on skype i don't clicked it becouse i was afraid that it can be trojan/hack so i please him to give email for pay 50$. I payd and he said that something is wrong with his pay pal and i must wait, after some minutes i log off from my pay pal and cant log in, the password was changed in the time that he write that i should wait.
He changed today skype name.
