Xbox has given Xbox Game Pass users the opportunity to give 5 referral links to friends allowing 14 days of Xbox Game Pass Ultimate and PC Game Pass for free.
Referring friends don't have to have Game Pass to take advantage of the offer. A "Give PC Game Pass" button has been added to the Game Pass home page. The trial includes all the benefits of PC Game Pass, including new games from Xbox Game Studios, EA Play subscriptions, PC and mobile games from Riot Games. You have to link your Riot Games and Xbox account to get it.
Whether it is possible to give this subscription to citizens of the Russian Federation and RB, the announcement does not say.
