Just because the character was transferred to a new account does not mean this account is 100% safe. I freaking hate it when people use that term "100% safe". NO account and I repeat NOOOOOOOOOOOOOOOOOOOOOOO account is 100% safe. None, nada, nil. The OO of that account can recall it using whats called an Unauthorized Account Access. They freeze/ban the newly created account you just made and they reverse the transfer back to the old account. Sure it takes more effort but it can and is still done quite often.
