Here's the guide.

Step 1: Join an Ulduar raiding guild, and become an officer.
Step 2: Loot shards off bosses.
Step 3: Turn shards in for mace.

This mace is the legendary created mace from Ulduar.
It is created by small fragments that have a ~10% chance to drop from every boss in Ulduar (Heroic), and a 100% chance to drop off of Yogg-Saron (Heroic).
It requires 30 fragments to start the quest, which tells you to throw the mace at Yogg-Sarron and defeat him.
The mace can only obtained by healer classes (druids/paladins/priest/shamans).
