To answer this critical question, yes there is. Ever since there was the release of Square Enix tokens they made it a lot more secure to keeping the ownership of accounts buying/trading very simple. I have conducted tests and research on how this can be done keeping the account officially and stopping account recalls. Allow me to explain further:
If suppose someone sells you an account and has given you full ownership. What’s the best way for to stop them from recalling it? Simple. Given access to Square Enix account token security center, or attaching your own (Must be new, unused, and making sure the account you bought/traded was never linked to a square Enix account) so that they have no way of recovering it.
What does this mean? Well suppose if they did a notory form or account password recovery, they would still not have access fully to logging in playonline viewer to change the info and retaining it back. This means you are in control once this is done. Also, Square Enix playonline support has no responsibility to recovering or resetting the password on Square Enix account. This means when info is passed over to buyers or traders, the info can be easily edited and officially marks account ownership.
Just be sure to change password and email address. Neat eh?

This is indeed a crème dele crème Galka account choice for any die-hard player out there. I decided the character is unfit for me based on having too many jobs and having too much work to cancel one merit status onto another based on end game expectations. Also, too many jobs also mean too many equipment optimization (ex/rare gear and expensive gear coverage to making the character itself, elite).

Raised that contains Bore and Treasure finder as well. Goldsmithing at 100 + 2 (from spectacles & apron) and of course Fool’s gold. All subs pertaining to this character’s crafting is leveled at 60. Fishing is at 100 with the ledgendary ex/rare fishing rod obtained.
