He is ready for both serious arena (Ive gotten up to 1850 before)and BT (Ive done it a few times and have some quality loot.)

Must be around full s4 as my hunter is around full s4 and has t6 equiv. Weapons and shoulders arent a must but if you dont have you better have 4/5 brutal and 5/5 guardians.
