Wanted me to send money by friends and family for PayPal

I tried using eBay as a middleman with this seller. They told me they could not get it to work. I then had them send me an invoice through PayPal. They had then said there would be fees which I had paid, separately because the amount on the invoice was wrong. When the money was being held by PayPal, because money was sent as payment for goods option they refunded asking me to send it as friends and family. When I had decided to back out of deal due to my bank thinking this was fraud they kept the fee money. Buyer beware.
