Guess it's up to the bank to decide now.
EDIT: Here is my proof, he hasn't been on Skype since this.

Sent my payment on 7/20, he gave me the account but not the meseta. He hasn't been online since. No idea what's going on with the status of my order. User MoreAxes has been quite reliable, however, sending payments instantly.
