Been scammed from paypal too many times, so not really willing to lower that.

If someone really wants to use paypal they can buy ectos from someone else and trade with that.

 

To be honest, I don't think many people are going to go through western union with someone who only has 1 feedback score, you might want to just let Paypal open to people who have atleast a decent score, meaning less than 15.
