Been awhile, but it's available again.

However, the Jedi is now CL90 with a 5th gen saber and the bothan is a CL90 Trader (I think in munitions, can't remember because I haven't logged in in a while).

Oh, and I forgot to mention that you should be able to xfer the Jedi for free since Tempest is on the list of servers relocating.
