As for you question about username - if you are asking about the login username then - no username is linked, genshin impact account needs to be linked to an e-mail or username, I figured people would want to link it to their email and not use someone else's, so linking to a username is easier for the buyer. If you are talking about username in game, than yes, it is unlinked, you can change it whenever you want.
