REGARDING THE CHARACTER: 126m+ SP PVE/PVP Character - Can fly almost all combat ships in EVE, except titans and can use almost all T2 guns ( includes weapons and missiles ). It has 50m+ SP in Spaceship Command alone and 20M+ SP in Gunnery and Missiles combined, so it's more than obvious this is a combat focus pilot.

First of all, most sellers are offering the isk at $4-5 ( the $3.5 ones are for BUYING ISK, not for selling ), so $115 bil would be around $460 to $517 AT LEAST.
Secondly, if you found a better offer, you are more than welcome to go with that one and buy it. I never had a problem with competition, thus I wish you good luck finding and actually buying a better char at a cheaper price from someone else

115bil offer, 115Bx3.5$/B=$402, mind you that also includes character transfer, which is a safer form of sale since if I log into the account 3000km away that would be instantly suspicions to CCP.
