&
has to have:
- 40+ champions (Anivia, Karthus,Ezreal is a must)
- 10+ skins
- 3 rune pages with tons of runes
- no weird name

i can pay $30~$80 (depends on what you've got)

Level 30, 550 RP, 3121 IP, 55 Champion's owned 24 skins, (3 legendary) Armor pen marks, Armor pen quints, magic pen quints, magic pen marks, mana regen seals, amor seals, some dodge/energy regen seals, and move speed quints, as well as cooldown reduction and magic resist glyphs.
