have a question regarding the Original Owner ID card.

how long do i need the card for ?
as a buyer should i request a new card every time the card gets expired ?
does blizz care if the ID card is expired ?
is my account at risk once the original owner id card copy gets expired ?

Yes it would be annoying, depending on how much your spending on the account, I would request the seller to get a new ID now so it's good for the next 5+ years. As a seller, I would not send a copy of a new ID card in say 2-3 years to some random person I sold a virtual game to 2-3 years prior.

//EDIT: Also, you are correct, you need a to date ID card when scanning it in. It also must have a note in it that says something like "Attn: Blizzard Account Service //Current Date//" so it's pretty pointless to get an ID card, unless the seller is interested in scanning in.. to be safe as a buyer, say 730 (731 cause next year is a lap year) ID's / notes.
