Worried about the person selling account will just reactivate

Say that someone sells an account to me and they turn around and reactivate the account to their information after my payment goes through to them. Is there anything I can do or would I be screwed out of the money? This is the only thing i would be worried about buying an account.

There's no 100% way to guarantee that won't happen, but if you stick to sellers that have good reputation, your chances of that happening are much much lower. The issue is that the original owner has the power to recall if they send in an ID or notarized ID to prove it is their account. So make sure the seller is trustworthy.

If it were to happen, you should contact the seller first as many times they can help you recover the account back. If not you would have to file a dispute with Paypal, if thats what you used to pay. Or with whatever other payment method you used to recover your payment.

If you buy from a repped person they will most likely give you u a warranty so they will refund your money back to you or provide an account of equal value as long as you can prove u were actually recalled

Would transferring the toon to a new account help? I know that the names would have to be similar for the toon transfer, but more importantly the SQ/A would be different. Then if the seller tries to reactivates he will only get back an empty account no?

The user can still recall the new account no matter what you do. Your best bet is too buy an account from a repped member who offers a lifetime recall guarantee.

I don't understand...how would a seller reclaim an account he has no knowledge about, and that the only think that is similar would be the names used in both accounts.

If you xfer a toon off an account it leaves a note in the server xfer transaction summary of what account I was xfered to, so the OO can get the xfer reversed if he really wanted.
