Will this keep my paypal money safe from a recall like he says? Just if you put what its for in the subject line and that it can't be recalled?

No, its still intangible and they don't take emails as a form of proof.

You have to mail him a certified letter, have him sign it on arrival + provide a tracking number.
 
Taking advantage of the non-existant intangible item policy will provide you more protection in the long run over shipping an item.

Providing the information for a virtual account transaction in the subject line is only one of a few safety measures in protecting yourself. Further verification is required to determine whether he's a scammer or not.

He's saying after the money clears send the info, put the information in the subject. Either he's confident in his scamming methods or he's trusting in your sincerity. You need to find patterns in his verification information to support whether he sounds sincere or whether he sounds shady. From the information he's stated, limited at that, it can go either way.
