So I think I've finally been partially scammed.
I'm not sure what to do because the seller has partially delivered my stuff but they have been giving me the runaround for the last week and I have yet to get the rest of it.
When should I report them or leave negative feedback?
I feel like a jerk or at risk of backlash from the seller but on the other hand I've found the whole experience with them to be quite bad and I don't want someone else being treated as I've been treated with poor communication and not receiving what I paid for.
